THE NULLBORN
THE RULING POWER
At the beginning of Surface Veil, the Nullborn are the dominant ruling civilization across much of the world.
For generations, they have maintained power through political control, military force, surveillance, law, and technological dominance. Their rule did not simply conquer Veilborn territory. It tried to reorganize Veilborn life itself: who could gather, what could be remembered, how culture could be expressed, and whether inherited power could exist in public.
To many Veilborn, the Nullborn are not simply outsiders or rivals.
They are the architects of an occupation that has lasted for centuries.

Nullborn rule is built on the belief that order requires control.
They believe stability comes through:

THE MELANIN SUPPRESSION ACT
The Melanin Suppression Act — known as the MSA — is one of the most powerful instruments of Nullborn rule.
It is not simply one law. It is an occupation system designed to keep Veilborn disconnected from their identity, inheritance, culture, and collective power.
Under the MSA, Veilborn life is monitored, restricted, and made dependent on Nullborn institutions.
The MSA suppresses:

ITS PURPOSE IS NOT ONLY TO STOP RESISTANCE.

THE SUNDOWN
The Sundown are the Nullborn's elite enforcement force.
They police the MSA, investigate Veilborn activity, suppress Sunshift organizing, monitor cultural expression, and pursue those who openly practice Sunphasing.
Throughout Surface Veil, the Sundown are one of the most immediate threats facing Isri, Tariq, and Zula.
They are the visible arm of Nullborn rule: the uniforms in the streets, the raids, the surveillance, and the force used to keep the occupation in place.
THE FRACTURE DID NOT END THE PEOPLE.
The Nullborn succeeded in breaking cities, scattering communities, and criminalizing the light Veilborn carried.
They did not succeed in erasing the Veilborn.
The Sunshift exists because the people remembered.

THE MSA WAS NOT JUST A LAW.
IT WAS AN OCCUPATION FRAMEWORK.
The Melanin Suppression Act, or MSA, was the Nullborn system used to control the Veilborn. Its purpose was to make Veilborn power illegal, shameful, dangerous, and disconnected from daily life.

OF JIM CROW.
The Melanin Suppression Act is a fictional Veilborn occupation system written to echo the structural violence of the Jim Crow era in Black American history: legal restriction, cultural control, blocked sovereignty, economic dependency, public humiliation, and the policing of ordinary Black life.
It is not a replacement for that history. It is a way for Veilborn to carry its consequences into the worldbuilding with seriousness, specificity, and respect.
